Ethics Commission
This commission has the authority and duty to investigate written complaints of alleged unethical behavior by a member of the City Council or a member of a City-appointed board, commission or committee and to make a recommendation to the City Council on the complaint and potential action, if any.
Effective March 1, 2019, the City of Windcrest Ethics Commission shall consist of five (5) members of the community appointed by the City Council who shall be citizens of Windcrest. Each appointed member shall be appointed for a two (2) year term by the City Council. Due to the nature and role of the Ethics Commission, an appointed member of the Commission can be removed by an affirmative vote of no less than four (4) City Council members. The City Council may vote to fill an unexpired term by an affirmative vote of three (3). Members of the Commission may be removed with or without cause.

Parks & Recreation Commission
The five-member Parks and Recreation Commission was formed in 2000 to foster development and enhancement of the City of Windcrest parks and recreational facilities. The Commission coordinates regulations for the use of public playgrounds, athletic fields, recreation centers, parks and other recreational facilities. The Commission is tasked with conducting fundraising events for the use and enhancement of recreation. In addition, the Commission proposes an annual budgets to the mayor and city council for the operation and maintenance.

On August 2, 2021, City Council adopted the Parks and Recreation Open Space Plan (PDF).

Planning & Zoning Commission
The purpose of the Planning and Zoning Commission is to consider rezoning requests, subdivision layouts, and planning requests brought before them. After deliberation, they commission recommendations to the City Council as to the disposition of these requests.

Board of Adjustment
The Board of Adjustment’s purpose is to hear appeals for variances from homeowners in the City of Windcrest, regarding building plans which do not comply with the City’s building codes. There is a $35 non-refundable fee for a variance request for residents and $150 for commercial businesses.

Windcrest Crime Control and Prevention District Board of Directors
The WCCPD Board of Directors is responsible for the oversight of the Windcrest Crime Control and Prevention District (WCCPD). Together with the Chief of Police, the Board of Directors establishes and funds projects to improve law enforcement efforts. The WCCPD was established under State law to allow the collection of $0.0025 sales tax revenue to supplement the Windcrest Police Department.
